If I understood your question correct, you would like to install vCloud Director on Windows.

Answer:

You can install vCloud Director only on RedHat linux version 5.4 and above.

Steps.

1. Install RHEL 5.4 or above.

2. Make sure the RHEL machine has TWO Nics

3. Download vCloud Director from : https://my.vmware.com/group/vmware/info?slug=datacenter_cloud_infrastructure/vmware_vcloud_director/5_1

4. Install it and follow the configuration steps.
