Vco unable to read the metadata of the vm during the blocking task.

During the blocking task for deletion/copy  in VCD.

we first try to retrieve the vm details using vco. while reading the meta data we get

majorErrorCode=403; minorErrorCode=ACCESS_TO_RESOURCE_IS_FORBIDDEN;

vm is in powered off state during copy/deletion.

please help find out what might have been causing the above exception

to be caused.
