There is not much you can do on vCloud Director side. Flash is an requirement. Can you browser other sites that require flash without problems ?
Maybe you can use another browser ? Or maybe it is some kind of security restrictions ? I would suggest adding vCloud Director URLs (both portal & consoleproxy) to the trustet sites in internet explorer.
