definitely check network ports/firewalls.
also, make sure that the performance of your ESXi hosts' storage isn't crap. I had someone using run of the mill USB storage ... slowest IO I've ever seen. The time out mentioned is in shipping the VIB module, installing it, and configuring it.
anything in that path could be a problem.
