This is a vShield issue. I think something happened in trying to load Distributed switch information or some jazz like that. The vShield logs should have a bit more details on what's going on. I've kinda seen something like this before. Don't quote me on this one (since I'm not at work right now), but I think it can be fixed with some API call to remove or set something. I've definitely seen it before. However, in some cases, it was just easier to re-deploy vCloud Networking and Security than fix the error state.
But vShield Manager logs are definitely the first step to diagnosing further.
