Once you get to 100% the real work starts - the first 0-100% is the upload. Then the server has to do the imports. If the OVF file has a device type that vCloud or your vSphere stack does not like (happens seemingly all the time if your ovf was from workstation and trying to get that to cloud) then it will fail. Also some appliances (like vCNS) from vmware have OVF properties that are not supported by vCloud so the imports will fail.
