You will be using these resources to provision machines right. So they are also part of the cloud licensing. If you buy vCloud license it will cover most of the products (included in vCloud suite). If you buy these licenses in packs or individually you will spend more.
If you are using it for cloud, better license all the servers with vCloud licensing.
