I'm use IE 11 and still have same problem - I get prompted to download "..VMRC Plug-In", Clicked "OK" to download, but nothing seems to happen thereafter. I simply added the vcloud web-site address to the IE's compatibility views settings: Internet settings=>Compatibility View Settings; then added the your vcloud website address. Once added, I lunched the website again, go prompted once more, click Ok and the plug-in automatically downloaded and I was able to launch the VM's console view as desired. Hope this helps.
