Storage Policy in vCD

I am following along steps in setting up a test environment for vCD 5.5

I am at the point where I enabled the VM Storage Polices, created tags for the storage and was ready to create a VM Storage policy.

In vCenter, when I click on the ribbon to Crete a New VM Storage Policy, I am getting a Yellow box with a red explanation symbol - Cannot connect to Profile-base management service.

Did i miss a step or is this a service that needs to be enabled?
