vcloud and heap size

Hello,

was looking at this KB article yesterday

I am running ESX 5.1 with vcloud 5.1. Does this default 8TB heap size refer to provisioned or used space when the VMs are powered on? And this is a collective number - so the total number of Vms with 8 TB of disk not just one VM limit?
