DHCP enabled by default for Org VDC Network

Hi,

   I am using Vcloud Director 5.1 appliance. When i create an Org VDC Network(isolated), a vshield edge vm gets  deployed and later disabling the DHCP services on this Org VDC Networks, the vshield edge vm is deleted. Is there any way to disable DHCP services when Org VDC Network is created, instead of waiting till the edge vm is deployed and later disable it.
