it's about how you configure things. if you have multiple cells, then it's fine so long as the cells can communicate to one another. But there may be a lot of catches/issues.
example: one problem will become the public addresses section, which only accepts one value per URL. how will you fill this out matters.
What you are describing usually happens (each cell has it's own FQDN), but the accessing URL is uniform (one address for everyone). The load balancer which handles inbound requests would be the one which routes to a particular cell ... or have multiple inbound addresses (even though it may not match the public address).
If the console proxy address is blank, it will use the IP Address of the cell you are currently connected to. in this sense the VMRC should work so long as the users can resolve the IP directly. Otherwise it would fail. then the only way around this is to enter a value and put it to some load balancer.
If you don't fill in the API URL, then some API based features might fail (e.g. Upload ISO from local system).
