First block of errors is about trying to do something in vSphere (Failed to extend swap file from ...) and it propagates back into vShield Manager and up to vCloud.  This error does happen, and you can google "Failed to extend swap file from" and get a couple KB hits.  Try VMware KBs 2030250 or 1030719.

The second error set is a failure to meet CPU requirements.  Based on the two sets, it sounds like you might have increased the Gateway size (compact to large, or up to x-large, or to full-4).  Each increase has a different set of requirements.  The swap file is proportional to the Memory assigned to the vShield Edge Device (first error) and the second error was about lacking CPU resources (vCPU and reservation change).

If you just reapply the service config, that means no hardware changes are done ... just republish firewall rules (an other configurations) to the exact same device.

Please remember, with vCloud Director, Only make changes to the Edge Gateways via the vCloud Director GUI ... don't do something from vShield Manager as it could be reverted in the future by an action in vCloud Director.
